Availability: Find a library where document is available Abstract: This paper discusses the implications of Section 1073 of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) for the collision testing of roadside appurtenances. This section of the ISTEA makes it clear that roadside barriers and other safety appurtenances have to be able to accommodate the "light truck" class of vehicles. On July 16, 1993, the Federal Highway Administration (FHWA) published a Final Rule in the Federal Register in which it adopted NCHRP Report 350, "Recommended Procedures for the Safety Performance Evaluation of Highway Features", which addresses testing and evaluating appurtenances with pickup trucks and with smaller and larger vehicles. Following discussions of the surrogate vehicle and its implications for hardware designers, the impact of NCHRP Report 350 on highway agencies, and the need for additional research, it is concluded that, "Warrants and guidelines for selecting and designing roadside safety features and appropriate test conditions may be more important than selecting the "perfect" test vehicle in improving safety for the light truck class of vehicles."
