Availability: Find a library where document is available Abstract: These comments on the certification of testing laboratories that conduct collision tests on roadside safety appurtenances answer the two questions posed in the title. The general answer to the question "Should testing labs be certified?" from an industry perspective is yes. Reasons that labs should be certified are given and what the certification process should include is outlined. The answer to the question "If so, should a product be self-certified?" is also yes, provided that the certification process is applied equally to all certified testing labs. Issues to be explored to fully appreciate this answer are set forth and various conclusions reached are presented.
