Title: ENERGY AND ENVIRONMENT: THE RAILROAD PERSPECTIVE

On a ton-mile basis, however, railroads generate lower emissions of essentially all pollutants than do trucks. Railroads produce insignificant levels of pollutants, with the exception of nitrogen oxide. Proposed U.S. Environmental Protection Agency and California Air Resources Board information is available on how best to achieve compliance with the regulations now under consideration. Numerous options are available to reduce locomotive emissions, but each varies tremendously in potential costs. Diesel engine improvements now being developed may be sufficient to meet short-term emissions goals, but it is unclear how the industry will meet the long-term standards being considered. Locomotive changes under consideration include the use of such energy sources as natural gas, methanol, electrification, and hydrogen (fuel cells). This paper explores the current condition of the railroad industry and the role of energy and motive power in determining the health of the industry. The environmental effects arising from energy usage are discussed in detail. In addition, the alternatives for reducing energy costs and the environmental impacts are analyzed. Finally, the alternatives for safety and cost attributes is reviewed briefly.
