Abstract:

This paper evaluates the regulatory process on dredging U.S. ports from the perspective of the Alabama State Docks. The author summarizes this point of view as follows: If the objective of the regulatory process is to stifle the economy by closing down the transportation of domestic and international goods via the waters of the United States, it is a great success. If the objective of the process is to achieve environmentally sustainable development, then the process is an abject failure. The author provides four examples supporting this point of view.
