It is noteworthy that although many alternatives have been suggested for expanding the transportation system and various measures have been investigated for discouraging bicycle use, very few of them have been put into practice. This testifies to the extreme difficulties of regulating nonmotorized transportation in China; the recommended plans might not be compatible with the financial resources of the community. The range of possible traffic management and transportation modeling techniques suitable for Chinese conditions is reviewed. These techniques mainly include land use and transportation planning, travel demand forecasting, signalized junction design, and area traffic control systems. The applicability of these techniques in China is discussed, and those currently used in Beijing and Shenzhen are summarized.
