Abstract:

This summary of a presentation made at the 70th Annual Meeting of the Transportation Research Board in Washington, D.C., in January 1991, discusses the approach to solving the drunk driving problem since the Surgeon General's Workshop on Drunk Driving in December 1988. The workshop was historic. It was also subversive, in that it had the consequence of undermining an existing paradigm and substituting a new one.
