The transformation is seen as one to significantly fewer carriers. The panel members agreed that the industry's transformation process will be affected by several factors that could prolong the process as much as ten years. These factors include an upturn of passenger demand, the availability of foreign capital, a return to price rationality, the existence of niche markets for new entrants, the continuation of congestion and delay, the continued operation of moderate-sized aircraft, and more government involvement at the local, state, and federal level. Concluding remarks concern the results of the transformation process and their impact on airports and on labor.
