Abstract:

This conference presentation is made from the perspective of ten years in the future. The author looks back at the accomplishments of ten years, beginning with the year 1992. The year 1992 is seen as the year the world was emerging from recession and the airline industry was suffering one of its worst periods economically. 1993 saw the completion of the internal European Community market in aviation when, for the first time, the full force of the Treaty of Rome applied at least to intra-European Community air services and Community airlines. The mid-1990s saw the demise of bilateral agreements followed by the battle of the giants, with the European Community on the one side and the United States on the other lined up for what could have been a war of attrition. Fortunately, the regulators were outflanked by the workings of the marketplace, and the historic merger of American Airlines and British Airways totally undermined the concept of national cabotage. The latter part of the 1990s is characterized as merger mania. One of the great debates was whether the customer (passenger and shipper) would benefit, when the U.S. Government proposed deregulating the U.S. domestic market. In the area of infrastructure, the use of larger aircraft has meant less demand on runways and air traffic control. However, in 2002 there are still problems, such as the continuing conflict between the regulation-minded official and the free market proponent.
