Availability: Find a library where document is available Abstract: In 1987, the Transportation Research Board established the Task Force on Innovative Contracting Practices (A2T51) for the purpose of identifying promising innovative contracting practices for further evaluation. The goal of the task force was to identify ways to reduce life-cycle costs in highway construction and to improve the quality of highways while providing appropriate attention to contractor profitability. The task force examined: (a) the effect of current contracting practices and requirements; (b) the experiences related to material specifications and newer techniques such as performance- and incentive-based specifications; (c) the potential of quality assurance (QA) efforts; and (d) the administrative, legal, and other issues that might arise in conjunction with any alternative procurement procedures. Four major topics were identified that deal with the public-private sector relationships that exist among owner, designer, contractor, and user. The topics are bidding, materials control, quality, and insurance-assurance. Each topic is the subject of a chapter in this report, which summarizes the findings of the task force, as well as some federal and state initiatives that have already taken place as a result of its deliberations.
