Abstract:

These opening comments from the plenary session on implications of legislative and policy developments for the high-occupancy vehicle (HOV) system briefly discuss the financing of HOV facilities from the viewpoint of the Highway Users Federation, then suggest two points for consideration at future conferences on this topic. The first point concerns an appropriate role for the private sector to play in financing HOV facilities. The second relates to the application of advanced technologies to HOV facilities.
