Availability: Find a library where document is available Abstract: This Circular contains the proceedings of the Fourth National High-Occupancy Vehicle (HOV) Facilities Conference, held on April 10-12, 1990, in Washington, D.C. The conference was conducted by the Transportation Research Board, National Research Council and the Metropolitan Washington Council of Governments in cooperation with the Federal Highway Administration and the Urban Mass Transportation Administration. The Proceedings contain presentations made at the plenary sessions, which included the following: Opening Session; HOV in the Washington, D.C. Region; Implications of Legislative and Policy Developments for HOV Systems; Luncheon Speech; and Closing Session. Also included are summaries of the discussions at the four workshop sessions: Planning (demand estimation, projects and related issues, and including HOV facilities in regional plans); Design (guidelines, projects, and access/egress and safety); Operations and Enforcement (occupancy and off-peak use, enforcement cases, and evaluation); and HOV Systems (demand management, HOV networks, and constituency building). There are two appendices. The first contains a table showing the general characteristics of operating HOV projects; the second contains the conference registration list.
