Availability: Find a library where document is available Abstract: One proposed method to provide preferential treatment for buses and car pools on freeways would allow buses and car pools immediate access and would meter the rest of the entering traffic. This paper presents a ramp-metering design technique that is appropriate for a situation in which all ramps under consideration have a priority-vehicle access lane. The technique is optimal in that it minimizes total passenger travel time in a limited corridor. An example design is presented to illustrate the procedure. In addition, conclusions are drawn relating to ramp queues as incentives to make travelers shift to car pools or buses.
