Part of the policy-making process is an extensive consultative effort. There are six cluster groups designated to look at the following aspects of transportation: intercity passenger transportation, international transportation, intercity freight transportation, urban and suburban transportation, rural transportation, and innovation and human factors. The job of these groups is twofold. One part is to identify the issues facing these particular elements of transportation. The second part is to consult as widely as possible with experts and the general public to hear what they have to say about these issues. As the author is Chairman of the Intercity Passenger Cluster Group, he reports on what has been learned from that group's consultative efforts. One meeting in particular, which involved about 20 specialists representing highways, rail interests, aviation interests, and people who were affected by transportation, is reviewed. From that meeting there emerged many points of agreement as well as sharp differences of opinion on key issues facing transportation in general and aviation in particular. Concluding remarks concern what the Intercity Passenger Cluster Group has learned concerning the public perception of transportation.
