Digital Copy: Availability: Find a library where document is available Abstract: The present is a time of extraordinary change and uncertainty for transportation programs--a time to rethink transportation institutions as well as the related intergovernmental relationships and policy processes. Three major elements need to be considered: changing roles of the three levels of government, the evolving intergovernmental planning process, and shifting financial strategies and allocations. This paper approaches the rethinking of transportation institutions by examining the external forces that appear to be shaping existing transportation programs and future transportation demands and then by speculating about how future transportation needs might be repositioned in the political mainstream from their increasingly marginal location among public policy concerns. This analysis allows institutional implications to be drawn and played out among the federal, state, local, and regional units of government. Obviously, there is no single answer to questions about shifting roles and responsibilities. This paper simply seeks to offer enough suggestions to stimulate a creative exchange of views on the major institutional issues.
