Digital Copy: Availability: Find a library where document is available Abstract: In 1982 the Federal Aviation Administration (FAA) embarked on a program to modernize the air traffic control system. Known as the National Airspace System (NAS) plan, the program involved purchasing new computers and software to increase the capacity of the system and to automate certain monitoring and control functions. The NAS plan also called for new surveillance and weather radar, communications networks, and auxiliary equipment to detect wind shear, disseminate weather information, aid in flight planning, and assist in navigation and landing. Between 1982 and 1988, NAS plan objectives dominated the FAA RE&D budget. By 1988, when the NAS plan entered procurement and equipment installation, FAA had restructured its RE&D program to address four broad systems concerns: safety, capacity, security, and efficiency. Currently there is a boom in air travel, demanding greater capacity. There is also concern about an aging aircraft fleet. Other concerns include advanced aircraft designs requiring new certification and maintenance procedures; training and certification of air crews, air traffic controllers, and maintenance personnel; and airport security. In response to these forces, FAA is pursuing several major RE&D activities. Resource allocations for the $165 million FY 1990 budget have shifted greatly from those of FY 1988. The FY 1988 budget showed the following distribution: efficiency, 47%; safety, 32%; capacity, 13%; and security, 8%. FY 1990 shows: efficiency, 30%; safety, 43%; capacity, 6%; and security, 21%.
