Abstract:

The Water Resources Development Act, Public Law 99-662, calls for cost sharing of 10% for port projects shallower than 20 ft, 25% for 20-45 ft, and 50% for deeper than 45 ft. In addition, the non-federal partner in the project pays an additional 10% of the project cost over a period not to exceed 30 years and is responsible for providing lands, easements, rights-of-way, relocations, dikes and disposal areas for the dredged material. An ad valorem fee placed on imports and exports of 0.04% is intended to pay for about 40% of the annual amount spent by the Corps of Engineers in maintaining the harbors of the United States. The Corps is conducting an analysis of dredging schedules and work load versus available equipment. Toward the end of 1988, the amount of equipment may be tight, which could have a bearing on the bids the Corps will be receiving. A new issue is treating sand as a resource. There is considerable pressure on the Corps to dispose of suitable dredged sand on the beach rather than offshore. The Corps is considering this type of disposal, keeping in mind that the type of equipment needed to dispose of major quantities of sand on the beach rather than offshore is considerably different, and that environmental impact statements have to be revised for a different type of disposal.
