Availability: Find a library where document is available Abstract: At present the New York State Department of Transportation has informal guidelines for evaluating proposals for high-occupancy-vehicle (HOV) lanes. As attention to this particular treatment increases, it is important that many worthy projects be evaluated similarly. This report examines before-and-after conditions for approximately 25 HOV treatments nationwide and proposes warrants for the preliminary analysis of HOV projects. Particular attention is given to existing traffic volumes, person movement, and potential travel-time savings. These proposed warrants can help determine whether to advance a proposed HOV project beyond the general first-stage analysis to a detailed consideration of alternatives.
