Abstract:

This paper gives an overview of the role of strategic planning in the development of cargo forecasts, what it consists of, why it is required, the role of cargo forecasts, and the process of trade forecasting and interpreting the results. Industry changes that are characterized by acceleration of change, increased competition for cargoes, and overcapacity and depressed earnings are listed. The determining of strategic issues that confront a port is discussed as well as the analysis of trade trends and cargo forecasts.
