Abstract:

Described is the implementation of a Management Development Assessment Center in the New Jersey Department of Transportation for the diagnosis of managerial skill strengths and weaknesses. The Assessment Center Method can be used as an effective training needs analysis. The need to assess the skills of middle managers after long careers in the agency became critical when a large number of retirements from high-level positions was imminent. A more speedy and effective analytical device than subjective and standard procedures was appropriate in this circumstance. The result of the implementation and continued use of the Assssment Center Method has contributed to more effective management throughout the agency in a variety of ways. The Assessment Center Method is therefore recommended as a training needs analysis for engineers and other professionals in state transportation agencies.
