Availability: Find a library where document is available Abstract: This review of the current transportation environment in Shanghai and the transportation planning program currently under way, describes transportation vehicles and facilities, Shanghai's need for a comprehensive approach to transportation planning, and the U.S. role in the planning process. In Shanghai (population 7.5 million, area 276 square kilometers), the predominant work-travel flow is out-bound in the morning and in-bound in the evening from the employment sites in the city's outskirts. Only 130,000 motorized vehices operate in the metropolitan area where buses and bicycles (4 million) serve 96% of the home-to-work trips that cannot be accomplished by walking. The Shanghai Comprehensive Transportation Planning Team was recently formed and charged with making short- and long-term recommendations to the city government during the next 3 years. The 7 primary tasks of its work program are listsed, and noted to be typical of the urban transportation planning processes of many U.S. cities. The U.S. State Department's role in the development of this process, and the assumptions on which the planned consultation arrangement is premised are noted.
