Availability: Find a library where document is available Abstract: The basic issues concerning road maintenance are addressed: (a) selection of cost-effective maintenance policies, (b) effect of budget constraints on maintenance priorities, (c) relationship between initial pavement design strength and subsequent maintenance, and (d) economic traffic thresholds for paving gravel roads. The analysis is based on life-cycle cost simulation produced by the latest version of the World Bank's Highway Design and Maintenance Model (HDM-III), which evolved from an extensive program of empirical research conducted over more than 15 years.
