Title: AIRPORT AND TERMINAL-AREA OPERATIONS OF THE FUTURE

Availability: Find a library where document is available Abstract: This paper states that even if promising new technology can be pinpointed for increasing airport capacity, that by itself cannot possibly cope with the prospect of growing air traffic unless the new technology is promptly put into use--a matter which requires political courage not only on the part of the Federal Aviation Administration (FAA) and its Administrator, but also within the Congress. An example is cited where powerful lobbying efforts and failure of the FAA to take action has been able to thwart such an attempt. Also observed in this paper are (1) the problem of airport congestion being made worse by allowing a small aircraft carrying several people to use a landing or takeoff slot at a major airport during peak hours, (2) the adverse implications of airline deregulation, and (3) the "bureaucratic thumb-twiddlers" in the FAA who have managed to delay the start of testing of a traffic-alert/collision system (T/CAS). In conclusion it is stated that for proposed technical solutions to be effective they need built-in motivation that will prompt both the FAA and airspace users to be willing to make the required investment to develop and implement them.
