Their comments concern the following areas, respectively: (1) separation of short term and long term issues; (2) an independent board to advise new administrators and congressional bodies on research and development and the gains to be had from technological improvements; (3) the ATC system as it presently exists and funding requirements for upgrading; and (4) peak hour pricing to regulate supply and demand, mergers between airlines, airport landside capacity, and increased international collaboration.
