Abstract:

This is a response to the papers presented in this Record which offered an historical view of the transportation planning process. It is noted that the papers emphasized different aspects of planning. Also, a brief description is given of the activities of the Metropolitan Transportation Commission (MTC). The papers at this session focused on the planning referred to as the 3C process which was characterized by a mathematical model approach to transportation planning. The inadequacy of this approach is noted. At MTC, the process is its product. The product of the process is always a decision. These decisions infringe on the decisions of Congress, state legislatures, local agencies, and transit operators. Today, there is a need for examination of values and for broader agendas. It is pointed out that the National Environmental Policy Act could be used as a process for identifying and resolving issues. Planning must now be taken as a function of management and not undertaken by staff for management.
