Availability: Find a library where document is available Abstract: This is a response to the papers in this Record which presented a retrospective and interpretative look at the historical processes through which transportation planning policy has evolved. The papers focused on the interpretative aspects of the time line from both the federal perspective and various state perspectives. This response notes today's need for improvements in productivity. Today's planning needs are different. There is a need for a change from the deployment tactics of the past toward operational planning. There is also a need for strategic planning, planning that takes existing facilities and seeks to build one with a productivity of a higher order of magnitude. The problems that could arise are briefly noted, and the need for innovation is emphasized.
