Since then, forecasting efforts, functional classification, and needs studies have all become well developed activities used in suppport of system planning. Transportation planning is traced through the 1930s, 40s, and 50s. In 1969, the National Environmental Protection Act (NEPA) was legislated, and sensitivity to environmental concerns affected the transportation decision-making process. The requirements of the Federal-Aid Highway Act and its consequences are noted as well as 1980 efforts to redefine roles and responsibilities with a lesser federal presence. System planning, project planning, and urban planning have all been affected by federal requirements although they have been developed to meet Iowa's specific conditions and needs. Iowa's emphasis on planning has evolved from a concentration on physical, network planning to inclusion of management policy and planning. Iowa's transition from system development to system management has required the adaptation of existing planning tools and the development of new tools.
