Abstract:

An overview is given of the history of transportation planning in Pennsylvania. 1969 (when the National Environmental Policy Act, NEPA, was passed) is used as the dividing line between a time when planners were effective advocates of road building and a time when lawyers took over as effective adversaries. This led to many changes in Pennsylvania, particularly with regard to the Interstate system. The changing mood had a large impact on the Department of Transportation in Pennsylvania. The biggest problem was the expectations that had been raised statewide for a system that could not be built. The situation pinpointed the crucial importance of planning. This led to the adoption of a very pragmatic approach to planning in Pennsylvania. Projects were downscaled, and an attempt was made to use the NEPA process to regain transportation's position of advocacy. Pennsylvania's 12-year period of programming is noted. Some 2,000 projects have been delivered from this program. Also, the concept of strategic planning has been added to the planning philosophy.
