Abstract:

This article notes the outstanding events in transportation planning and discusses their significance from a federal perspective. The Federal Highway Act of 1956 is identified as the most significant legislation of the 1950s. In the 1950s, some of the most notable urban transportation studies were begun. During the 1960s, there was much legislation that created a force for comprehensive urban transportation planning. The problems created by environmental legislation in the 1970s are noted, as well as actions that were counterproductive to the highway program and transportation planning. Two positive steps in this period were (1) the establishment of the Highway Performance Monitoring System (HPMS) and (2) the recognition that the federal government should help in the rehabilitation, restoration, and resurfacing of the Interstate system. The challenges faced in the 1980s are noted: the 55 mph speed limit; the unified budget concept; entitlement concepts; interstate cost estimates; nonprogrammatic requirements; staffing; and mass transit. The article then focuses on where planning, the highway program in general and mass transit should be by 1990. Revenues at the state and federal levels, removal of some highways from the federal-aid primary system, the need for the preservation of highways and rehabilitation research, the operation of vehicles on the highway system, and the microcomputer are seen as some of the issues of the immediate future. A time line is provided which focuses on the many legislative acts, conferences, reports, and regulations between 1912 and 1983.
