Information is presented on the factors that influence the use of part-time operators and general guidance is given to assist in the consideration of part-time operators, within the context of a system's operating environment, labor agreements, and work rules. The synthesis also gives information on the practices that are more likely to achieve the potential benefits to an agency from the use of part-time operators.
