Availability: Find a library where document is available Abstract: The concept of level of service and its use in highway capacity analysis are explored and discussed. Development of the concept is traced from the 1950 Highway Capacity Manual through the 1965 manual and more recent work published in Circular 212 and in the final reports of research efforts. The relative complexity of recent level of service applications and the changing interpretations, needed to understand the implications of level of service analyses, are discussed. Measures of effectiveness used in the definition and determination of level of service are also presented and discussed.
