Availability: Find a library where document is available Abstract: This paper discusses the experiences of several local governments in implementing energy contingency plans that were started after the 1973-1974 Arab oil embargo. These plans were developed by a variety of agencies--from rideshare agencies to transit operators to metroplitan planning organizations. The author concludes that energy shortages are primarily local problems and therefore energy contingency planning should take place at the local and state levels.
