Availability: Find a library where document is available Abstract: This paper takes a global perspective and offers some generalizations about the states of transport energy contingency planning since 1979 in the International Engergy Agency (IEA) countries, and comments on the experience of several countries that have endured fuel shortages. It concludes that the IEA countries have gained valuable lessons from the relatively minor shortfalls of the past decade, but few countries are in a position to rapidly implement contingency measures that are equal to the management of a protracted fuel shortage in excess of 10 or 15 percent.
