Integrating accessibility into transportation planning is not as simple as identifying a single measure that can be used by all agencies in all applications. The academic literature has identified a wide range of accessibility measures that vary dramatically in terms of the aspects of accessibility that they capture as well as their interpretability, data requirements, multimodalism, and relevance to different areas of transportation decision-making. This research was undertaken with oversight and guidance from the NCHRP Project 08-121 panel, which includes seven members drawn from state departments of transportation, metropolitan planning organizations, academia, and consulting. It included three substantive research tasks leading up to the creation of NCHRP Research Report 1000: Accessibility Measures in Practice: A Guide for Transportation Agencies: 1. Review of academic literature and accessibility measurement practice, 2. Interviews with transportation practitioners regarding their use of accessibility, and 3. Assessments of the conceptual, data, and implementation gaps that limit accessibility in practice. These three tasks structure this research report.
