Abstract:

Risk-based quality management plans are crucial when deploying alternative contracting methods (ACMs). In this article, the authors investigate how risk is addressed, both in the traditional project delivery method—design-bid-build—and in the three primary ACMs used by departments of transportation (DOTs) across the country—design-build (DB), construction manager-general contractor (CM/GC), and design-build-finance-operate-maintain. The risk management benefits of ACMs also are explored.
