By controlling access, access management policies affect not only the safety of the corridor, but also traffic operation and access to adjacent businesses. The inclusion of policies based on an operational and economic impact assessment will improve the chance of the access management policy being accepted by the affected parties, such as the general public and business owners. A previous South Carolina Department of Transportation (SCDOT) sponsored study has made access management policy recommendations from the safety perspective. Another study evaluated the economic impacts of access management in South Carolina. This paper presents the findings from the operational (i.e., both mainline and driveway traffic operation) impact analysis of access management alternatives. Based on the operational analysis conducted on 11 corridors in South Carolina, policy recommendations are suggested. The analyses results indicate that, with an operational analysis conducted in this study and combining it with the safety analysis from an earlier study and the economic analysis from a parallel SCDOT study, the following access management strategies are beneficial: (1) increasing the number of spot improvement projects, (2) consolidating driveways, and (3) permitting only right-in-right-out driveways along major roads.
