Treasure Island Transit Pass Study

Abstract:

This report documents the efforts of the Treasure Island Mobility Managment Agency (TIMMA) team to design a Treasure Island transit pass program – a mandatory product for new Treasure Island market-rate residents. By 2030, three agencies – SF Muni, AC Transit and WETA – will provide enhanced transportation services to and from Treasure Island. The new transit pass program is meant to reduce fare policy complexity, simplify transfers, and streamline the subsidy qualification process. The program’s purpose, relevant case studies, goals and objectives, and evaluation matrices are also discussed. The transit pass goals and objectives are: to maximize transit ridership share, to provide equitable access to transit, to optimize customer service, and to be reasonable to implement and administer. Several unconventional pass structures, including an accumulator and a value-based pass, did not pass initial screening. Technological and policy constraints are discussed. Based on a set of evaluation matrices, the final alternatives determined are Cash value and 3-agency transit pass. The cash value option provides access to all transit agencies that accept Clipper cards and gives pass holders choices on which transit modes to use. The 3-agency pass includes all Muni and AC Transit routes, as well as a Treasure Island-only specific ferry route. This pass alternative provides pass holders a specific bundled value that they may not get at retail price. For next steps, TIMMA will evaluate costs and benefits for each of these two alternative options and begin implementation steps to launch the program in 2020.
