Title: A Scheduling Utility Budget–Based User Equilibrium Model Under Travel Time Uncertainty

Abstract: Travel time uncertainty is a common phenomenon and causes negative effects on travelers’ activity agendas. This paper investigates the impacts of travel time uncertainty on route choice behavior in a newly developed user equilibrium model for traffic assignment based on scheduling utility budget (SUB). This model examines to what extent travel delays and risk attitudes affect route choice using a weighted sum of expected travel time, variance, and expected early arrival penalty and late arrival penalty. The equivalences between SUB and other metrics of travel time variability are proved under different weight coefficients. This paper also formulates SUB based user equilibrium as a variational inequality (VI) problem, and analyzes the existence of the solutions. An extragradient algorithm is adopted to solve the proposed VI problem. Numerical examples are carried out to demonstrate the properties of the proposed model and the performance of the solution algorithm.
