Title: Pavement Remaining Service Interval: A Next Generation Performance Measure

Abstract: Performance measures are a fundamental component of effective pavement management practices. However, as opposed to informing strategic decisions by linking long-term performance and decision-making to current condition, the current generation of performance measures tend to be reactive and are indicative of past decisions. Thus, although performance measures provide a good indication of the current functional condition of pavements, they provide little indication of the future maintenance and rehabilitation needs or the future expected performance of the pavement network. The objective of this paper is to provide a concise review of pavement performance measures and present recommendations for the use of the remaining service interval (RSI) as a pavement performance measure. The recommendation for using the RSI is to address several shortcomings found when reviewing the current generation of performance measures. In addition, an example using data from the Federal Highway Administration’s (FHWA’s) Highway Performance Monitoring System (HPMS) and models from the FHWA’s Highway Economic Requirements System (HERS) to calculate the RSI performance measure is presented. Based on the review of the current state of performance measures, including how those measures are defined and implemented, it was concluded that the RSI provides a flexible yet robust framework for performance measurement.
