Abstract:

This article outlines commonly used transportation operations strategies adapted for emergency evacuations. Methods described include those focused on enhancing capacity such as contraflow, route and ramp closures, turn restrictions, signal timing modifications, and manual traffic control; and methods focused on modifying demand including traveler information, incentives, and phased evacuation orders. Infrastructure enhancements can also improve resilience and evacuation operations. The resilience benefits from a proposed connector near Tampa, Florida are described. Finally, the author briefly touches upon the impacts that shared ride transportation, autonomous vehicles, and connected vehicles may have on evacuations.
