Title: Measuring Transit-Oriented Development in Quantity and Quality: A Case of 24 Cities with Urban Rail Systems in China

Abstract: TOD (Transit-Oriented Development) has gained increasing popularity in China, thanks to a rapid growth of urban rail networks in Chinese cities in recent years. To assess the levels of TOD at the city scale, this paper established an indicator framework composed of quantity-based indicators and quality-based indicators grouped into aspects of density, diversity, design, and accessibility. Further, the authors calculated indicators for 24 Chinese cities with urban rail systems based on open source data and statistical yearbooks, and further derived the composite TOD indices for each city using the information entropy weight (IEW) method. The results reveal that Shanghai has the highest TOD quantity and quality scores, whereas the TOD quantity and quality in other cities could vary significantly. The consistency between TOD quantity and quality is not guaranteed. The 24 cities are further summarized into 4 categories: moving ahead; quantity prioritized; quality prioritized; catching up. More effective policies to integrate urban rail transit and land use development in China are called for.
