Title: Frugal Innovation and Public Service: Fighting an Apparent Contradiction

Abstract: Frugal innovation, frugality, jugaad and low cost are increasingly proposed as solutions for providing essential services to an increasing urban population. However, big traditional companies in charge of essential public services seem to have difficulties adopting this kind of approach. Their difficulty is linked to the definition of the public service mission, which is a historical dominant design that requires a particular quality level and accessibility for all. The authors will show in this article how the apparent contradiction between frugal innovation and public service can be overcome thanks to an oriented creativity approach. This is illustrated by two cases from two different French public transport firms which were able to develop frugal innovations, both in their core business and in proposing new services. The main implication of this paper for practitioners is showing how they can work on frugal innovation through an oriented creativity method, creating new partnerships and opening new design spaces.
