Title: Temporal and Spatial Analysis of Fare Evasion in Transantiago

Abstract: Fare evasion has been a problem on several transport systems in the world. Currently, Transantiago has an evasion rate of 28%, one of the highest in the world. The lack of a clear answer to what causes high evasion rates and the low effectiveness of the measures applied motivates this study in order to propose policies to tackle fare evasion. Using econometric estimations, a temporal analysis is performed, searching for the factors that have influenced the increase on the evasion rate. Also, a statistical spatial analysis that studies the socioeconomic factors affecting fare evasion is presented, searching for the existence of demographic patterns. Results from an autoregressive model of fare evasion show that it is not driven up over time by an increase on the bus fare or the public approval of the system, but rather by a time trend, arguably caused by sociological group behavior effects. A possible explanation for this is the existence of a contagion effect in the individuals’ behavior when exposed to dishonesty of others. In addition, most of the measures applied over time do not show significant impact on the aggregate level, except for changes in the contracts with bus operators that shows a temporary reduction. Finally, there is a spatial distribution pattern that indicates a correlation between the socioeconomic level of people and their willingness to evade the payment, showing that most vulnerable municipalities have higher evasion rates.
