Title: Implementing Distance-Based Fees Through the Shared Mobility Model

Abstract: This paper presents an incremental and evolutionary approach to implementing distance-based fees through the “shared mobility” model. Shared mobility is an emerging business concept that recognizes consumer travel and vehicle ownership expectations are evolving. The ability to share vehicles is enabled by modern technologies embedded in those vehicles and that same technology gathers miles driven by each vehicle. Through partnerships with shared mobility services it may be possible for states to collect distance-based fees efficiently and acceptably. Shared mobility services offer a natural platform for pivoting to distance-based fees because the fees are levied against a service that customers choose to use rather than a vehicle they personally own. Additionally, this model largely addresses privacy issues because reporting of travel is an inherent part of the service. The ultimate evolution of shared mobility and the application of distance-based fees will be enabled by automated vehicles. Forecast to grow significantly in coming decades, automated vehicles are a disruptive technology likely to change the way the authors travel, while enabling growth of the shared mobility model. Shared mobility will help the nation chart an efficient, rational, and evolutionary path to widespread use of distance-based fees.
