Title: Federal Toll Highways' Performance Forecast Based on Structural, Operational and Safety Characteristics

Abstract: This paper covers a study undertaken in Mexico’s Federal toll highway network in 2015. The Mexican Government on an annually, bi-annually or tri-annually basis collects road data and also undertakes road safety assessment programmes (RAP) using the iRAP methodology. The study consisted in setting the basis for a useful way of decision making in the frame of asset management based on the collected data and corresponding countermeasures, looking for better levels of service, both, operational and structural, and a reduction in risk. The aim of the study was to forecast the maintenance, upgrade and road safety required actions with its associated costs taking into account different investment scenarios, level of service forecast and pavement residual life. This way of decision making allows the corresponding Department of the Ministry of Communications and Transportation to plan and organise the toll road network upgrade, maintenance and operation in the short, middle and long term, taking into account cost-benefit ratio in function of: savings in operating costs, road safety improvements and maintenance of the road infrastructure assets. The resulting actions are available to a number of Officers across the country hosted in a cloud tool. The actions to be taken in order to keep the toll highway network in appropriate operational, structural and safety conditions are available on-line, which shows the easiness to access data in order to expedite work orders for upgrading the toll highway network.
