Abstract:

The Regional Transportation Commission of Southern Nevada, the metropolitan planning organization in the greater Las Vegas area, recently completed a Regional Goods Movement Corridor Master Plan ‒ which outlines a series of freight strategies ‒ with the intent to drive investment decisions that can improve and enhance regional mobility, and thereby, the economic competitiveness of Southern Nevada. A key component to the success and consensus gained through this planning process was a half-day freight scenario planning workshop. U sing the Massachusetts Institute of Technology (MIT) Center for Transportation and Logistics NCHRP 20- 83-(01) Future Freight Flows Workshop Planning Guide, the workshop sought to prioritize freight strategies that can be implemented today to prepare for differing future economic scenarios. The objective was not to predict future events, but rather prepare for potential effects. By reviewing a range of differing future events, the group agreed on a set of solutions that were shared among the three futures, allowing the region to prepare for any number of actual future outcomes. The scenario planning process described in the Future Freight Flows Workshop Planning Guide, and accompanying presentations, handouts, and videos were simplified and customized to the Las Vegas metropolitan area, and proved to be an extremely effective method for prioritizing regional freight strategies. The process and materials kept the discussion very focused on results, but also allowed for divergent opinions and new ideas. As a public participation and outreach tool, this planning process reinvigorated project engagement in a fun, educational, and highly productive manner.
