Abstract:

The purpose of this paper is to report on effective practices and approaches outcomes regarding interactions with people who are homeless within the transit industry. A literature review summarizes reports that span the time frame from the early days of homelessness emerging as an issue for transit agencies to today. The literature review included public libraries due to their similarities with transit agencies in offering services to all members of the general public and in being viewed as a safe haven for people who are homeless. The paper describes four interesting partnerships developed by transit agencies with social service and law enforcement agencies, and offers conclusions regarding transit agency interactions with persons who are homeless.
