Positive Train Control: A Progress and Projection Analysis

Abstract:

October 16, 2008 marks the date that the Rail Safety Improvement Act (RSIA) was set into action. The document included a mandate for Positive Train Control (PTC) to be implemented across each Class I railroad carrier as well as each entity providing regularly scheduled intercity or commuter rail passenger transportation within the United States by December 31, 2015 (1). Upon revelation of the difficulties involved in completing the project, multiple acts, such as the Railroad Safety and Positive Train Control Extension Act, were proposed. This would extend the deadline and give rail companies until December 31, 2020 to complete the task of implementing PTC throughout the nation (2). Even with an extension, the completion of the task will still be difficult. Referencing data publicly provided by the Federal Railroad Administration Office of Safety Analysis (3), this paper takes a look at how railroad safety has improved within the Class I Railroads over the past seven years (2008-2014) and based on the trends observed, future data is projected. Progress and significant advances in safety for all of the railroads in question have already been recorded. By first projecting the future miles traveled for each railroad for years 2015- 2020, the data was then further projected in order to predict the total PTC preventable incidents for the individual railroads and for the overall total of Class I railroads. The calculated projections are merely a linear extension of previously observed trends and may not project the actual future values.
