Abstract:

The increasing availability of probe data is making it feasible to estimate travel times for trips within urban areas. But there is no guarantee that public agencies or private data providers will continue to allow the tracking of individual vehicles across segment sequences. The DSRC data dissemination protocols are heading in the direction of suppressing this information. It will always be possible to obtain limited samples either through voluntary contributions or purposeful experiments, but maybe not for the population as a whole. Hence, there is a motivation to determine if route-level travel time distributions can be developed from segment level data. It appears that a two-step process can accomplish this objective. First, the segment-level observations can be combined to create distributions where the segment-level observations are 1) positively correlated, 2) negatively correlated, and 3) uncorrelated. And then these distributions can be proportionally sampled. Further, the proportional samples seem to be dependent upon the extent to which the segments are uncongested or congested. This paper presents the new methodology as well as results obtained from its application to field data.
