Title: A Framework for Evaluating Cooperation Strategies for the Local Traffic Authority and Route Guidance Service Providers

Abstract: In most contexts, in-vehicle Dynamic Route Guidance (DRG) services are provided by several different commercial service providers in a given locale and service providers compete with each other for commercial benefit. In order to be more competitive, some of the service providers have attempted to cooperate with local traffic authorities via data exchange schemes. It is important to evaluate if a specific data exchange scheme is mutually beneficial. This paper develops a bi-level mixed-equilibrium based framework for evaluating the cooperation benefit for the local authority and cooperative service providers respectively. The value of user data is for the first time considered explicitly as a part of the benefit of service providers in the upper- level cooperation benefit model. The data value is modelled as a sigmoid function of the number of subscribers. Besides, the lower-level market evolution model considers the service subscription and route choice behaviour of drivers simultaneously. It is modelled as a mixed- equilibrium assignment problem, which is further formulated as a fixed-point problem and is solved by a heuristic-based Particle Swarm Optimiser (PSO). Numerical examples demonstrate the behaviour of the framework and reveal future directions of the extension of this framework.
