A History of Air Navigation Services Governance in the United States

Abstract:

At a time where corporatization is once again being discussed for the US air navigation service provider, the paper provides an overview of what forces led to the current system. This paper examines the United States Federal Aviation Administration’s history, current governance funding structure, and the several reform attempts. Based on a larger report by the Eno Center for Transportation, published in 2015, this paper presents a case study of the US air traffic control system. Stakeholder influence was found as a major force in both advancing and thwarting previous reform attempts, and any further attempts at reform, regardless of their merits, will have to take that into consideration.
